Canada is placed on watch list as unstable for normal trade

and business relations in light of certain breakdowns in

Canadian constitutional structures including the protection

of private information and real property, business or trade

secrets, and, due process. This adds to and simply reflects

concern already revealed through the watch warning to

foreigners contemplating travel to Ottawa, Montreal, and

other parts of Canada. Pending litigation, embargos and

further trade restrictions and sanctions likely to be imposed;

business and governments are placed on due notice as

an internally sufficient economy further organizes to address

external and internal legal forces working as international

and domestic legal provisions in action. Trade with U.S.

likely to fall dramatically as trade relations with even

China - as great human rights violator with significant

Conrad Black remains in jail yet writes, and lately with less puff -

as discussed by me in earlier works. Although I will disagree

with him on the makeup and structure of the new geopolitical

order which will lead to better peace and stability, he shall not

be failed by me on this occasion but only placed in check.

ON THE GLOBAL ORDER, AMERICA'S ROLE, AND MY DOCTRINE

OF ENLIGHTENED RENAISSANCE RESTRAINT FOR THE U.S.

Setting aside a detailed discussion of U.S. energy and trade

policy and accounts management, the role of Roosevelt in

defining a post-isolationist American foreign policy, I will

swiftly turn to my vision for the 21st century geopolitical

order in juxtaposition to not only Black but also Kagan and

Fukiyama whom he discusses in a recent article, and Chomsky

whom I have failed because of his misunderstanding of the

nature of the structured corporations of the 21st century.

Black's "Grand Alliance" thesis needs to be checked since

his abandonment of a nouveau multipolar formula

within my Nouveau Internationalism framework is

dangerous and out of step with sound American initiatives

of the last 200 years. Instead, the U.S. and the world

need to work within an enlightened American doctrine

of renaissance restraint straddling both isolationist and

post-isolationist, interventionist movements and alliances.

This renewed part of the American domestic and global

ethos is critical and prophetic. Although procedural

justice paradigms need to be adjusted in a number of

non liberal democratic states for their own salvation,

a multipolar socio-eco-rationalism must prevail. This

must be done with a New Tripolarism in the Middle

East, all of which to be discussed by me in a book

and series of with lectures and commentaries in the

upcoming months.

ON A NEW MIDEAST EXPANDED TRIPOLARISM

CENTRED UPON LEBANON

The Middle East peace crisis in plural form may be

resolved by employing my expanded tripolar formula

involving not only Palestinians, the people of Israel

and Lebanon but Jordan, Syria, Egypt, Iran and

Turkey.

This is why Fukiyama's optimitic manifest liberalism,

Black's Grand Alliance and Kegan's 1914 Great Power

system renaissance proposals must fail along further

applications of the Bush-Powell-Rice doctrines.

An illustration of American renaissance restraint

includes certain interventions in Lebanon through a

troubling period of American interventionism. America

might and should serve as procedural justice force

within a renewed nouveau isolationism in comparison

with the activities of autocratic states with a view to

observing reforms to poor deterrence and justice

apparatuses. This is my doctrine of American Restraint

Renaissance in application in the Middle East.

This doctrine can bettter serve the ushering into a new

era of global federalism which in some ways shall

model the American pluralist and federalist experience

with centralizing and decentralizing tensions and

frameworks of constitutional kind at work for the

betterment of human dignity. This is a new justice

and prosperity paradigm which affirms the best of

historic and contemporary thinking in a post-

League of Nations and UN world.

PRIME MINISTER EHUD OLMERT IN CRISIS WITH ME

Olmert of Israel is attempting to comply with the deadline for

peace which I set a number of months ago yet his fascades of

conflict resolution remain grossly inadequate, and significantly

insulting to the parties including Palestinians and Jews. Like

Arafat and Clinton and Bush and others, he continues to insult

the victims and their families. Throwing a spice of Powell and

Rice and Obama into the mix does not assist the process - it

signals incompetence, poor estimations of the analytical capacities

of people, and a desire to further insult within Palestine, Israel and

certain parts of the self-interested Middle East mix of states.

I have stated in unequivocal terms that sober meetings between

skilled Palestinian and Jewish negotiators must drive the process

at every stage. However, the international jockeying continues

with patent political and media motivations and a gross disregard

for the victims of this fabricated conflict. A repetition of Clinton

and MidEast leaders exchanging waving arms for the media shall likely

shatter the institutionalization of the peace. This is not a Grand

Slam tennis match, nor the end of midterm final exams at colleges

or universities, nor the conclusion of a constructive trade deal -

it is a sobering peace process involving the gross and mischiefous

displacement and death of both thousands and millions of young and

old persons.

The appearances of debauchery and administrative skillfulness is

sickening and grotestque to historic conceptions of conscience and

unconscionable conduct (like a 'bunch of guys' enjoying a beer

after the sexual molestation of a small pack of women in the

woods). Cut the Patonesque and Kissinger-like senses of historic

metaphysics and conduct yourselves accordingly despite and in

light of the damage you have already caused this year with your

perverse displays of sophisticated peace making and diplomacy.

Be great men and women, not little men and women seeking

abnormal yet normal gratification and lovely welcoming mats.

If the Palestinians and Jews do not reach agreement on Jerusalem

yet arrive at acceptable terms respecting self-governance, self-

defence, the settlements and the borders, then I shall remain

satisfied. However, the deadline which I set, before George Bush

grossly intervened, remains - that is, the end of this year and

ideally no later than the fall so that the Palestinian and Jewish

leaders can say it was their process, their wisdom, their termination

of the media jockeying like paralegals, and their respect and sorrow

which prevailed. When the peace is reached, with certain matters

outstanding, only Palestinians and Jews shall be present with the

advertising driven, ill educated media - once again, not the Americans,

the British, the French, the Turks, the Syrians, the Jordanians,

the Russians, the Chinese, the UN, ...

Peace, on correct terms, is proper, satisfying, elevated and

good unto itself and the Palestinians and Jews should not feel a

need to invite anyone to the post-signing announcement in the

absence of any ceremonies, dinners, etc. Indeed, they might merely

post the announcement on the streets of Palestine and Israel, and

allow the media to secure some sensitive data in this fashion, if

permitted to roam the streets in accordance with the laws of each

jurisdiction.

These are the protocols of justice, in these circumstances of grave

injustice, and, beyond a high level tennis match with each stroke

executed with proper skill and power. The people of the conflict

do not need displays of success, they need and deserve displays of

sobriety because there are no heros; there are tragic leaders working

with people and families to preserve the institutions of self-respect and

dignity which are the fundamental bastions of justice. This is part of a

good substantive set of terms - a package for peace in our times and

beyond, where the appearances of justice match the substances of justice,

dignity and conscience.

I would ask, via the peace framework which I have laid out, that the

Palestinian people find it in their hearts to accept the State of Israel

as the product of European and Asian debauchery and inhumanity,

and other forces.

It is in one's hearts that justice is made alongside reason and the

divine logos granted to us by Allah or God. It is only this sense of

grace and God which shall bring about a true peace with dignity and

rights. This quiet forgiveness is part of your strength, your relationship

with God, your mission in developing a more peaceful community on

this earth for yourselves and your successors.

This solution is not perfect

and not perfectly just but it may become such if you permit such alongside

respectful regard for your lands, your homes, your ancestors, your friends,

your family, your community, your faith and beliefs, your hopes, and your

love of Allah and, for many, Islam in its different forms and interpretations.

The war will have been won when the borders are as secured as your

hearts on this matter of your grace. You have been correct to fight 'cram

down' justice - it is time for mercy, for safe borders (albeit compromised),

for compensation packages to be offered (once again as part of this

20th century process), and, a new sense of the future and community

building - possibly, with time, with Jews and Palestinians working together

on other constructive projects with great vigour and appreciation.

UN PERPETUATES ILLUSION OF HUMANITARIANISM

The UN General Assembly is trying to preserve its stature but

cannot avoid the historic problem of dirty hands before the courts

of law and equity. The UN continues to condone, through acts of

commission and omission, acts of gross inhumanity and degradation

in nation states characterized as developed as well as underdeveloped.

The appointment of Louise Arbour of Canada - as human rights

chief - perpetuated this legacy of wrongful self-interest and now a

South African judge has been positioned to replace her. The align-

ment of the sympathies is as curious as the permitted genocides

of North and South America at the hands of the ICC's Ocampo.

Those who perpetuate the misrepresentations and appearances of

injustice in this manner have historically fallen squarely within the

jurisdiction of an impartially constituted tribunal; the future shall not

change in this respect because it constitutes good judicial conservatism

to carry forward this jurisprudential legacy.

OBAMA'S FAILED TRIP TO MIDEAST

Barack Obama has failed in his recent trip to Israel and Palestine

on terms which are clear and obvious. The leadership of both

Israel and Palestine have assisted in such failure by allowing for

certain diplomatic meetings and protocols. Not all such leaders

are to be condemned yet some principal players who also enjoyed

the media spotlight during such visit must be noted. The perverse

paternalism must end because it is regressive and unhelpful. This

applies even if the Jews and Palestinians believe they are the ones

committing the paternalism in favour of the young peoples of the

United States.

CANADA'S RACIST, SEXIST UNDERCURRENTS

Canada and its history and current racist and sexist society

and practices are coming to the forefront of thinking or

public consciouness, once again. Writings and lawsuits and

surveys evidence the widespread and profound crisis that marks

this deeply segregationist and race driven state. Not only are

women grossly battered, most often by white males, but

non-whites are frequently exposed to gross stereotypes and

the aggressive racism which flows from such. These are not

only developments which I monitor at The Beacon Institute For

Advanced Studies and BWI, as an empirical scientist, but they

are matters I observe directly through day to day encounters

with persons of visible white descent within Canada.

Most tragic are the cases of clear connivance where a perpetrator

is clearly aware of the wrong of racism or sexism yet preys on

the assumption that the enforcement system is insufficient to

convict or otherwise discipline the wrong; this is referred to as

a 'white trash' phenomenon in Canada and North America, and

is made worse when such implicate non-whites in their positions

using an array of social, economic and political tactics. Although

I have endured and 'put in its place' gross attacks by a broad

range of perpetrators, on my own account, the assaults continue

in significant part because of my celebrity status. I will continue the

monitoring work not only because its serves my responses to these crisis

in conscience and law, but because less empowered citizens may

be assisted to overcome such crimes of both heart and law and

at civil law. After all, they are not called 'white collar' and 'blue

collar' 'waste' for nothing, or no reason at all.

For those concerned about the immoral, unethical and illegal attacks

upon my character, I thank you for your thoughts and prayers and

tell you that it is not always easy dealing with 'punks and predators'

but they can be and have been put in their place and shall continue

to be put in their place because they are a gross mischief and an

ugly force within both 'white collar' and 'blue collar' groups. Thank

goodness certain advanced societies preserve the mechanisms which

permit such acts of proper disciplining and punishment through media

and other forums and in accordance with laws.

The media plays an important role in society and it is always

sad to see it fail in its purpose. The media comprises a number

or organizations, proprietors, journalists, technicians, etc, and

for the purposes at hand, I focus on the majority within the mass

and most substantive of the existing ologopoly of players held

closely by certain governmental organizations in contravention

of constitutional norms and mandates. The Canadian media has

become tragically shallow in this respect, and, the American media

is currently under review due to the same concern. At The Beacon

in alleviating these circumstances of grave kind. The collapse

ON HOMOPHOBIA, MY HOMOPHOBIA

As a jurist, expert in common law systems and comparable systems,

I must know the laws made by legislatures and other judges. This includes

the rules which regulate the activities of queers, or gays and lesbians.

This group of persons are afforded opportunities to make their case

that they might receive more rights and privileges - this is part of the

current procedural justice apparatus. It is also part of the common

socio-political discourse that gays and lesbians must be 'tolerated' if not

'celebrated'. Although I am not homophobic in the classical sense, I

do monitor sexually transmitted diseases of any kind including AIDs

since this is part of the Beacon HealthWatch mandate. I have spoken

with persons of this sexual orientation about legal, social, political and

cultural issues, and about the risks associated with the AIDS epidemic

which has constituted a literal contemporary plague amidst queer

communities as well as African communities. Intelligent societies and

individuals are prudently mobilizing to address these documented

matters of life and death, which attract both legitimate and illegitimate,

rational and irrational fears. As a heterosexual man, currently living

in North America, with significant spiritual beliefs and associations with

a number of religious organizations as prophetic figure and mystic-

epistemologist, I thought it wise to make another comment on this issue

which concerns and frightens many, as persons search for the

correct spiritual path, their proper way to engage this life and reconcile

its happenings with the beautiful visons of what might and should be, and

what can and may be.

MY 'NUDE' ARTISTIC WORKS - A DIFFICULT, INSPIRED DECISION

Yesterday I made the difficult decision to draft a public statement

respecting my artistic works, and in particular my decision to

formally release a series of 'nude' paint and charcoal works - part

of my Lightness Meets The Dark Series. As you know, I have

some very strong views about the intimate and the body, and

relations among religious and spiritual bodies. The said public

statement shall be released this week or next and explains my

artistic and philosophical positions on these matters. I have never

worked with nude subjects or models yet the works I've created

work within suitable artistic and other historical streams which

speak to my interests and missions as a visual artist. I will be

considering how and if I shall work with nude models in the future;

I am currently reviewing this issue along with my developed

thoughts on its disadvantages and advantages and the practices

of other Masters who have allowed for this process and artistic

engagement in the preparation of their life's works. I shall

likely arrive at another challenged yet inspired decision in the near future

and will partly explain the decision to my existing and new

audiences and patrons whom I thank for their continued

support and encouragement.

deeply concerned about human rights and profound justice for the people of

Zimbabwe, the people of Africa and the world. As a man versed in the ways

and justice and economic models of the West, and their historical diplomatic

republican forces, yet he remains committed to the sovereign remaining

within each of the citizens of Zimbabwe absent 'opium' induced missions

which miss certain fundamental marks of justice of importance to the people

of Africa and Zimbabwe in their continuing dialogues with other regions of

A BID FOR THE PRIME MINISTERSHIP

I am often asked if I shall run for politics and seek out the Prime

Ministership of Canada, or whether I might accept a judicial

appointment. This is done in light of my work of the last twenty

plus years as a learned analyst, commentator, private and public

and third sector leader and contributor. Of course, serving as

Founding Chair and Secretary General of BWI for the last ten

plus years, and Contributing Editor-in-Chief of The Beacon

Letters / Les Lettres du Balise may have stirred this speculation

and forms of encouragement and compliment. Yet I remain

committed to serving the international and global community

as learned spiritualist and multi-disciplinary jurist, through

which I have found much satisfaction and, of course, some

sorrow as I seek to rectify wrongs such as violence against

women, gross breaches by intelligence and government bodies

of individual privacy and dignity, mismanagement of the

economy by operation of bad doctrines, continuing warfare

between Palestinian and Jewish peoples and other actors in

the Middle East, violations of professional standards of conduct

by pharmacists and lawyers and accountants and other

professionally regulated advisors, ... This is not to say I

would not adopt a political position in an emergency crisis

requiring a competent and committed hand and mind - this

is a matter I deem an obligation at law and morality and

ethics, in the circumstances. As we continue to work

together, we shall ensure that our governments and courts

and other institutions remain honest and accountable; if they

insist on failing to rise to the right occassion, we shall be

ready to engage the principle of substitutability as a

diligent check ready to continue the good governance

mandate. We shall never say never because that would

constitute an abdication of responsibility, and the governments

of the world are already too fragile and corrupt for such

constitutional negligence to unfold. We are indeed the

world and we are indeed the people. The Nouveau

Internationalism which I speak about and define as a

moral movement to make the world a more secure and

properly just place, shall prevail because our wills

wills shall fuse or merge to form the great force of reason,

heart, integrity, laws and dignity which is still needed and

compels our attention and best intentions."

PEACE AMONG PALESTINIAN AND JEWS THIS YEAR

Peace among Palestinians and Jews by the end of this year is the

deadline and goal which I set out in some writings earlier this year.

In more recent writings, my position has not changed and it will

not change. A two-state solution is acceptable to me and is being

encouraged by me with negotiations to take place exclusively

between Palestinians and Jews. This means that the Americans,

British, French, Russians, Chinese, Saudis, Egyptians, Iranians,

Syrians, Japanese, Turks, Canadians, Germans, ...

... are not welcomed to particpate, or facilitate, in the the peace

process which I am compelling the young and older to accept as

reasonable, just, intelligent and respectful of these two great

and dignified and spiritual and humane peoples of remarkable

intelligence, insight and civility.

This peace will be grounded in the present, and the past, and the

future. It will find its greatest hope and substance in the hearts

and minds of Palestinians and Jews - the people who are the key

to the process and who will direct their negotiators to proceed

to closure as an offering to themselves and the world, and within

the spirit of God's gracious will and understanding and hope for

the prosperity of the soul. This is the ultimate mission of all

laws - part of its purposive will which helps to bring to an end

cycles of juridical and economic posturing which sacrifice too

much at too great an expense, often and sadly. and make a

mockery of laws. The greatest triumph is in peace at this time

and the time is correct for peace between Palestinians and

Jews - it shall be the century of Jews and Palestinians to define

as peaceful partners

in a newly configured world order.

The Palestinians and Jews and their true friends shall emerge as

part of the enlightened forces of the 21st century, in the hearts,

minds and eyes of all those from around the world who can

feel the deep blessing and power of Allah's will - the Creator

of things important and eternal.

Steps towards this good set of ends have already been

taken in accordance with my firm positions on matters and

I am strong in mind, heart and soul, and look forward to

the sobering yet happy celebrations involving the 'walking

with the winds' of the flags of both Palestine and Israel.

CONRAD BLACK AND ROBERT MUGABE IN THE NEWS

Over the next few weeks, I shall comment on the 'quiet return' of the Black case

to the media spectrum, and, the ongoing coverage of Robert Mugabe's case

versus the global political and juridical establishment including the British

led Commonwealth.

Conrad Black may be innocent of criminal wrongdoing yet the whirlwind

remains less frenzied on this matter. My media colleague Jonas has finally

published a piece taking seriously my juridical tips of some months ago.

Conrad Black may be a spoiled child of the Toronto establishment who

was afforded 'second chances' unavailable to persons of lesser means -

intellectual, financial, professional, etc... yet this is only relevant at a

sentencing hearing post proper conviction. It is the strength of the

conviction which is now being revisited by what appears to be a slightly

impartial Bench, in part led by Judge Posner who attempts to be philosophical

respecting the law, from time to time, and has been graded by me in this

noble effort. Some additional poignant comments with more to follow for

the media, financial, economic, political and other communities: (1) Black

is a trained legal mind and CEO who must conduct business in a competitive

manner to please his shareholders; (2) Test cases in the civil sphere must

be distinguished from criminal test cases which compel legally trained minds

to protect the interests of the corporation, the shareholders, the executives

and others; (3) Hard working and competent senior executives working with

an unusually competent CEO and news proprietor usually deserve good

compensation during cyclical downturns which draw them to work harder

as an efficient unit on behalf of shareholders; (4) CORPORATE GOVERNANCE

trends and sentiments must be managed by a contemporary and skilled CEO

as a legally and otherwise sensitive market and political phenomenon ... ; (5)

Intelligent men working with intelligent men are like a good hockey team working

more effectively and efficiently in accordance with the terms of the game, with

the media industry constituting a unique industrial-constitutional complex

(for example, the following Hockey Dynasties are noteworthy: the Oilers,

the Islanders, the Habs, ... of their respective great eras) - this is a cost

management and significant ethics sensitive issue; (6) Canadian law firms

like Canadians versus Americans, generally, are usually lesser performers -

not as smart or intelligent with an underbelly of misguided and debilitating

envy towards things American like an extreme excellence ethic - this is why

their outputs are lesser in number and quality and why they are less bond-

worthy when wielding a scalpel; (7) CEO GOVERNANCE requires management

over all the parts of corporate life, e.g., human resources, finance, tax, legal,

government relations, public relations, etc ..., with a sense of reasonable and

intelligent delegation and remarkable 'hands on' for certain matters of critical

quality; (8) It is relevant to examine comparative data within and outside the

newspaper industry, within and below the executive classes, when reviewing

the criminanlity, legal and constitutional equity and justice components of the

case; (9) Both Barbara Amiel Black and Conrad Black committed their adult

lives to media analysis and stewardship with a view to reviewing and checking

the work of other institutions via media, using their best and commercial efforts

Robert Mugabe is a trained lawyer, familiar with common law justice

with an obligation to dispense justice on behalf of his people in keeping

with traditional domestic and international sentencing norms. An enemy

combattant at law may include foreign agents attempting to commit

acts of subvervion against the state's legitimate interests. A skilled political

scientist and economist is concerned with many macroeconomic variables

including the quality of cultural, political and other kinds of freedom made

available and protected under the existing governance arrangement.

These qualities of life are often best managed by someone astute in not

only law but political economy, as well as global finance and the ways of

the G7 or the western industrialized liberal democratic nations as pedagogic

and other kinds of empires. The new Lincoln may look good but does it afford

the desert nomad his reflections; the new pipeline may provide some promise

but does it permit the village the same communal joys.
